Home and Community-Based Services (HCS)

The Home and Community-based Services (HCS) program provides individualized services and supports to people with intellectual disabilities who are living with their families, in their own homes or in other community settings, such as small group homes where no more than four people live. The local authority provides service coordination.

Who can get services?

  • You can of be any age.
  • You must qualify for care in an intermediate care facility for individuals with an intellectual disability or related conditions (ICF/IID).
  • You must have a determination of an intellectual disability (ID) in accordance with state law, or have a diagnosis of a related condition with an IQ of 75 or below.
  • You cannot be enrolled in another waiver program.
  • Your income and resources may not exceed specified limits.

Texas Home Living (TxHmL)

The Texas Home Living (TxHmL) program provides essential services and supports to Texans with an intellectual disability (ID) or a related condition so they can continue to live with their families or in their own homes. TxHmL services are intended to supplement rather than replace the services and supports you may receive from other programs or from natural supports, including your families, neighbors or community organizations.

Who can get services?

  • There is no age limit.
  • You must be determined eligible for Medicaid services before enrolling in the program.
  • You must meet specified functional criteria, including having a determination of an intellectual disability made in accordance with state law or having been diagnosed by a physician as having a related condition with an IQ of 75 or below.
  • You must live in your own home or your family's home.
  • You cannot be enrolled in another Medicaid waiver program.
  • Your income and resources may not exceed specified limits.
